County Technical Assistance Service
The purpose of the County Technical Assistance Service is to promote better county government through direct assistance to county officials and their associations.
CTAS provides services in the following areas: law, finance, highway maintenance, law enforcement, information technology, geographic information systems (GIS), solid waste, statistical research and analysis, training, and publication. For a description of these services, click HERE.

We have posted a Spotlight on the new statewide one- and two-family residential construction standards legislation, which you will find on the right side of this page. The Spotlight explains the new legislation, including a discussion on the role of local governments and guidance on what counties are required to do. The new legislation is part of the Tennessee Clean Energy Future Act of 2009. If you have questions about this new legislation, or if you would like further information, please contact your CTAS County Government Consultant.

The 2009 Index of Acts is now on the Legislative Information page of this website. It contains summaries of the public and private acts affecting county government that were passed by the General Assembly this year. These summaries are intended to give county officials notice of changes in the laws that affect their offices. Prior to taking action based on these new laws, the actual text of the law should be consulted. The full text of all of the new laws can be found on the website of the Tennessee Secretary of State (http://tennessee.gov/sos/acts).
Check out the new podcast feature—Starting Monday, June 22, county officials will be able to download and listen to podcasts from the CTAS website. A podcast is an audio recording that can be listened to from a computer or downloaded to an iPod or MP3 player. Each CTAS podcast is less than 15 minutes in length and explains a topic or updates existing legislation. You can view the podcast listings on the right section of our home page.
The federal Family and Medical Leave Act (FMLA) was amended on January 28, 2008, to grant expanded leave benefits to military personnel and their families. For details of the new law, click here.
To provide better assistance to county officials, CTAS is incorporating more technology into the services they provide. Technology is helping to change the process of learning. Learners today control the when, where, why, and how of learning. Today we not only learn through traditional classrooms but also through Web sites, Web blogs, wikiis, pod casts, and online courses. Under the interactive learning link on the CTAS Reference Materials page (http://www.ctas.utk.edu/PUBLIC/web/ctas.nsf/publications?readform) of our Web site is a new demo that explains how to use the Web site. Coming in the future to the Web site is an Environmental Web blog and audio files of Spotlights. Online courses will feature more interactive demonstrations. You may receive an e-mail occasionally that includes an audio file of information. The CTAS you've known in the past isn't changing, just evolving to find new methods of providing information to county government.
