Frank McKee Frank McKee, economic development consultant, has been with CTAS since October 1983. Prior to joining CTAS, Frank worked for the Association of Tennessee Valley Counties, the Hartsville Project Coordination Committee, the Sequatchie Valley Planning and Development Agency, and the Metro Planning Commission. He has a bachelor's degree in social studies from George Peabody College and a master's degree in planning from the University of Tennessee.
